The Work’s Council or its authorities (Committee of Health, Security and Labour Conditions, Economical Committee, for instance) may be in front of separate problems from those usually managed by the Chartered Accountant of Work’s Council.
In order to help you to find tailored answers, ETHIX has created partnerships with other Experts dedicated to the Assistance of Work’s Councils.
CHSLC
The Committee of Health, Security and Labour Conditions can contact a certified Expert:
- "When a serious risk, identified after or not an accident at work, a professional or professional-related disease, is registered inside the company,
- When a major project may modify health, security and labour conditions, mentioned at L4612-8 article (French Labour CodeL, 4614-12 article)."
(French Labour Code, L4614-12 article)
In the same Naming procedure of a Chartered Accountant by the Work’s Council, described in L2335-25 article (French Labour Code), the relation between the Committee of Health, Security and Labour Conditions and the certified Expert includes 3 sides:
- The Committee of Health, Security and Labour Conditions chooses a certified Expert. They work together on the scope of the issue.
- The Board gives to the certified Expert the necessary information to organize its work in good conditions.
- The costs of expertise are charged to the company.
Accountancy and assistance in the management of Social and Cultural Activities (SCA)
As well as the legal assistance provided for its economical functions, the Work’s Council can be assisted by a Chartered Accountant in its functioning and its management of Social and Cultural Activities (SCA). It concerns the following issues:
- Accounts recording (particularly when the Work’s Council doesn’t have its proper administrative and/or human resources to realize this task all along the year), and dealing with wages and social registration (when the Work’s Council has its own employees);
- Accounts statement. At the end of a budgetary year, the Work’s Council can be helped by a Chartered Accountant to make a presentation of its accounts;
- External Social and Cultural Activities (SCA). Nowadays, many companies offer integrated solutions. Their proposal must be selected upon their contents and the attempts of the employees;
- Accounts auditing. According to the circumstances (new team management for the Work’s Council, analysis of internal checking procedures, merging of two Work’s Councils), the Work’s Council can be helped by a Chartered Accountant to make an accounts auditing;
- Training and assistance. When the Work’s Council has its own employees, they can benefit external resources either for accountancy, management or better knowledge of softwares dedicated to manage SCA.
The general activity of the Work’s Councils but also the specific tools they use (in particular for the accounts recording), are two real reasons for their representatives to call for a specialized advisor.
Training for the Work's Council representatives
In order to do a better evaluation of the submitted and challenged projects, the members of the Work’s Council can be trained.
In this aim, the French Labour Code provides them for an economical training in particular (including members with renewed mandate). For a maximum period of 5 days, this training will be realized during the labour time and paid by the Work’s Council (French Labour Code, L2325-44 article).
When a new mandate begins, this training is very useful to create a relationship between all the representatives.
Other trainings can be also realized according to specific needs.
For the best answer, ETHIX advises you to contact Training companies certified by your National Organizations.
In case of various or specific needs inside a Work’s Council, we suggest to built a tailor-made training program to meet your requirements. Two training rooms are at your disposal in our head office.
